Regulations on fire safety management
 
Following the relevant national laws and regulations on fire control management, the main organizer shall complete the formality for the fire control approval 20 days before the exhibition in accordance with the requirements of the government administrative department when holding the exhibition in the exhibition center. At the same time, the Safety Responsibility Certificate of Nanning International Convention and Exhibition Center shall also be signed with the center to define the responsibilities and obligations of both parties. The main organizer should also sign a fire safety responsibility document with the main venue constructor and the person in charge of the exhibition to clarify the fire safety responsibilities.
 
The main organizers and exhibitors shall earnestly implement the fire control regulations, conscientiously conduct safety and fire prevention, and strengthen the safety and fire prevention education for their staff. Fire management regulations of Nanning International Convention and Exhibition Center shall be observed in the exhibition hall:
 
1. During the exhibition, the main organizer is the first person responsible for fire safety of the exhibition held; The main venue constructor is the first person responsible for construction fire safety in the contracted construction area;
 
2. The main organizer shall formulate the exhibition (event) safety management plan and the exhibition (event) fire emergency plan, and organize the implementation of drill training. It shall also establish and implement the safety responsibility system, determine the person in charge of safety, define the safety responsibilities of each post, and provide full-time staff suitable for the safety work of the exhibition (event);
 
3. During the exhibition, the exhibitors shall abide by the safety management regulations of the exhibition hall and the main organizer, and be responsible for the fire safety accidents within the scope of the booth or caused by the booth (including personnel and construction);
 
4. The main organizer shall be the main manager and responsible person for the construction of booth facilities, and the organizer shall employ qualified professional units and personnel for the construction. All construction materials of special design booth shall meet the requirements of GB50222 Code for Fire Protection in Design of Interior Decoration of Buildings, and shall be incombustible and fire-resistant materials. If combustible wood is used, it shall be fully coated with fire-resistant paint. It is strictly prohibited to use other construction materials expressly prohibited by the public security fire authorities during booth construction;
 
5. The height limit of the booth in the exhibition hall is 6 meters, and the height of the booth shall not exceed the limit when the exhibitors decorate the booth;
 
6. When the main organizer plans the exhibition area, the passage width shall not be less than 3m; In the exhibition area planning, the fire passage shall be made as circular as possible to avoid bag type walkways; A passage shall be reserved between the booth or structure and the wall of the exhibition hall, and its width shall not be less than 0.6m. In the exhibition area planning, it is not allowed to occupy the fire passage of the exhibition hall or block the emergency exit of the exhibition hall in any form;
 
7. All booths and decorations shall not be capped in any form. If special design booth need structural capping, it shall not exceed one third of the total area in principle to ensure the normal operation of the automatic fire sprinkler system. If it exceeds the limit, automatic fire extinguishing and alarm equipment shall be added;
 
8. Special design booth shall be equipped with 4kg ABC dry powder fire extinguisher according to the standard of no less than 1 piece for every 50 square meters;
 
9. During the exhibition period, it is strictly prohibited to use open fire, cutting, grinding, electric welding, gas welding, painting, using a table saw and carry out other dangerous operations in the exhibition hall; If it is really necessary to do so under special circumstances, the constructor shall apply to the on-site customer service center and obtain the fire work permit before using the fire. During the fire work, a person in charge shall be placed on site who is responsible for safety inspection before and after the fire work;
 
10. When using electric saws, planers and other woodworking equipment, shavings, wood chips and other wastes shall be cleaned in time, and open fire operations shall not be carried out at the same time. If it is necessary to work with open fire, a safe distance of at least 10m shall be reserved and supervised by a specially assigned person;
 
11. During painting and paint spraying operations, open fire operations such as electric welding and gas welding shall not be carried out at the same time; Dangerous flammable articles such as paint and thinner shall not be stored in large quantities in the exhibition hall;
 
12. It is strictly prohibited to bring flammable and explosive articles such as gasoline, banana oil, alcohol, hydrogen cylinders, oxygen cylinders into the exhibition hall;
 
13. After the construction is completed, the construction unit shall conduct a detailed inspection, and notify the exhibition hall to have the power on after confirming that there is no potential safety hazard. If the problem is caused by improper operation, the consequences shall be borne by the operator;
 
14. It is strictly prohibited to use iodine tungsten lamp (sun lamp), neon lamp, incandescent lamp, spotlight and other lamps with high temperature, high pressure or high heat generated by trigger, which have potential safety hazards;
 
15. The standard booth is equipped with 220V power socket, which is only used for small household appliances (such as TV set, water dispenser, etc.). It is strictly prohibited to use electric stove, oven, microwave oven and other high energy consumption and high-power appliances on the power socket; It is also strictly forbidden to connect or lay wires randomly. Violations shall be forcibly removed and the violators fined 1000-3000 yuan. Those who cause consequences shall be investigated for legal responsibility according to law;
 
16. It is strictly prohibited to use switches without leakage protection, plastic twisted pairs and flex;
 
17. All switch interfaces and line joints in the exhibition booths shall be firmly connected. All switches shall not be installed exposed and placed in flame-retardant distribution boxes that meet national standards. The electrical boxes shall be covered with complete locks; Cables and switches shall not be used under overload; The load carrying capacity of all switches and cables used by exhibitors shall be controlled within 80% of the design capacity;
 
18. Temporary wires shall use sheathed cables. When laying along the ground, the wires shall be placed inside steel pipe, with bridge crossing provided to prevent people from tripping. Wires of different voltage levels shall not be threaded into the same pipe, with no joints inside. If there has to be joints provided, junction boxes shall be installed;
 
19. The total load of the installed electrical equipment shall not be greater than the total capacity of the transformer. The electrical equipment with large air switch capacity shall also be equipped with overload and phase failure protection devices;
 
20. The power transformer used for electric model, acousto-optic control device and color lamp shall be installed with good ventilation and heat dissipation, and shall be protected by a non-combustible enclosure;
 
21. It is strictly prohibited to stack materials, exhibits or other items in the public fire evacuation passage to ensure that the safe passage is free from obstruction. The passage width shall not be less than 3 meters; No articles shall be placed in the passage. Those who occupy the passage and do not follow the instruction shall have the articles confiscated and be fined 200-1000 yuan;
 
22. It is strictly prohibited to cover, bury, occupy and block the fire-fighting equipment and facilities in the exhibition hall. Such facilities and equipment include: fire extinguishers, fire hydrants, infrared detectors, automatic fire extinguishing systems and pipelines, fire doors, various isolation doors, emergency exit doors, etc; advertising banners to be hung or pasted shall be first reported by the main organizer to the Convention and Exhibition Center for approval before being allowed to be hung or pasted at the designated location, so as to avoid shielding the infrared fire alarm system and monitoring facilities. Those who hang the same without permission shall have the hanging article removed and fined 500-1000 yuan;
 
23. Smoking is strictly prohibited in non-designated areas of the exhibition hall (including the Certificate Processing Hall in Zone A, Exhibition halls B1, B2, Osmanthus Hall, Chinese Hibiscus Hall, Exhibition halls 1-15 in Zone D, toilets, corridors, staircases, etc.), and violators will be fined 50-200 yuan;
 
24. It is prohibited to use liquefied natural gas, kerosene stove, and so on. to boil water and cook in the exhibition hall;
 
25. Fireworks and cold fireworks are strictly prohibited in the exhibition hall. Outdoor fireworks shall be approved by the public security organ and the Convention and Exhibition Center;
 
26. Diesel locomotives, automobiles, various types of gasoline and diesel engines and other mechanical exhibits shall be displayed outdoors, with the fuel left in the tank not more than the consumption for one day. If displayed indoors, such machinery shall not have any operation or maintenance carried out on site, with no fuel left in the tank, and battery removed;
 
27. Given the building structure of the exhibition halls, when all the exhibition halls are open at the same time, the total number of visitors allowed at the same time shall not exceed 25,000 to ensure the safety of visitors. When the exhibition halls in Zone B (B1, B2 and Osmanthus Hall) are open separately, the total number of visitors allowed at the same time shall not exceed 11,000. The total number of visitors allowed to at the same time the exhibition halls in Zone D (Exhibitions halls 1-15) shall not exceed 13,000. If necessary, measures such as stopping entering can be taken to control the number of visitors;
 
28. When all the exhibition halls are used but still fail to meet the area requirements, outdoor exhibition venues can be provided by strictly following the conditions. The scheme for outdoor exhibition venue shall be approved by the Convention and Exhibition Center before being implemented; For the makeshift exhibition shed built in the outdoor exhibition venue, the main organizer shall submit the scheme to the relevant departments for approval in accordance with the relevant requirements of the national and Nanning municipal authorities;
 
29. The planning of the outdoor exhibition venue shall not occupy the fire passages, high places that are provided for fire fighting and other purposes, and shall not impede the personnel in the exhibition hall and the evacuation emergency rescue work;
 
30. When erecting exhibition sheds at Plaza, the Code for Fire Protection Design of Buildings (GB50016) shall be followed. A fire interval of not less than 10 meters shall be reserved between exhibition sheds, and between exhibition sheds and exhibition halls; Sufficient 4kg ABC dry powder fire extinguishers shall be provided in the shed;
 
31. The lighting fixtures and electrical equipment used in the outdoor booths shall be moisture-proof or adopt other waterproof measures;
 
32. Based on the need of safety and fire prevention, the Convention and Exhibition Center will stop the power supply of the booth before the closing of the exhibition every day. After closing, all booths will no longer be powered. Booths with special power supply needs (such as round-the-clock power supply needs) shall apply to the customer service center in advance for such paid non-stop power supply service;
 
33. Before closing the exhibition hall every day, each booth shall arrange a specially-assigned person to take care of its exhibits and exhibition equipment, and conduct a thorough safety inspection of various equipment, who cannot leave the venue until confirming that there is no hidden danger, when the exhibition hall is closed.
 
In case of violation of the above provisions, the main organizer and relevant departments have the right to order the violator to rectify with a fine imposed; Those who seriously violate the regulations and refuse to rectify shall be disqualified for the exhibition and removed from the venue. Those who have caused accidents and serious consequences due to operation against rules shall be handled based on the seriousness of the case and relevant regulations, or they might be transferred to the judicial authorities, where the criminal responsibility of the relevant leaders and parties shall be investigated.
