1.Safety Management Regulations 
 
1.1 Purposes
 
Regulating the safety management of Nanning International Convention and Exhibition Center (referred to as NICEC hereinafter) and ensuring the security of the conventions/exhibitions held in NICEC.
 
1.2 Application Scope
 
These regulations apply to the exhibitions, conventions, trade shows and other large-scale mass activities held within NICEC.

1.4 Management Guidelines and Principles
Management guidelines: safety first, prevention as the top priority, and comprehensive governance; Principle: the Organizer taking responsibility for their convention/exhibition.
 
1.5 Safety Responsibilities
1.5.1 Responsibilities of the Organizer
A. Drawing up safety management plans and contingency plans for their convention/exhibition and implementing these plans;
B. Establishing and putting the safety responsibility system into affect, determining the person(s) liable for safety and defining the safety responsibilities for different posts;
C. Providing full-time workers applicable for their convention/exhibition/event safety;
D. Providing physical guarantee necessary for their convention/exhibition/event safety;
E. Ensuring the safety of temporary booths, facilities and buildings;
F. Organizing and implementing on-site safety management, and conducting safety inspections to discover and eliminate potential on-site safety hazards;
G. Carrying out safety promotion and education among their convention/exhibition/event attendees, timely preventing and stopping actions hindering their convention/exhibition/event, and timely reporting to the police department when crimes are discovered;
H. Timely eliminating potential safety hazards under the guidance, supervision and inspection of administrations of work safety, police departments, fire departments and other relevant management authorities;
I. Signing safety responsibility agreements with cooperation units to specify respective safety responsibilities and urging those cooperation parties to put into place safety measures. 
1.5.2 Responsibilities of the Managing Company
A. Ensuring that the event venues and facilities conform to the national safety codes and regulations;
B. Ensuring that emergency evacuation and exit routes, fire lanes, emergency radio, emergency lighting system, and evacuation indicatory signs conform to laws, regulations and technical codes and standards;
C. Ensuring the completeness, intactness and effectiveness of monitoring facilities and fire fighting devices;
D. Providing necessary parking space and maintaining security order;
E. Conducting safety supervision and management for conventions/exhibitions/events.
1.5.3 Responsibilities of Exhibitors
A. Abiding by laws, regulations and moralities without hindering the order of the halls and conventions/exhibitions;
B. Abiding by the safety management regulations of the halls and the Organizers during the convention/exhibition;
C. Taking responsibilities for the accident(s) within their booth(s) or caused by their booth(s) (including staff and operations);
D. Ensuring the safety of the temporary booth(s), facilities, and buildings;
F. Taking responsibilities for the booth construction management and timely discovering and stopping the behaviors of the booth contractor(s) who violate regulations; 
G. It is prohibited to carry explosive, flammable, radioactive, toxic, corrosive and other dangerous substances or illegally carry guns, ammunition and restricted types of tools into the museum; 
H. Following the safety management and eliminating the potential risk in time;
I. Taking responsibilities for the safety of exhibits and personal property in their own booth(s) during the exhibition.
 
1.6 Fire Prevention Management Regulations
1.6.1 The following conducts are not allowed during the exhibition (including move-in, move-out, and the duration of the exhibition) in the halls:
A. Piling materials, exhibits or other objects in the public fire evacuation routes;
B. Blocking, burying, occupying and obstructing fire extinguishing devices and equipment in the halls including fire extinguishers, fire hydrants, infrared counter detectors, automatic fire extinguishing systems and their pipelines, fire doors, various fully insulated doorsets, and emergency exits;
C. Hazardous operation such as using naked light, cutting, polishing, electric welding, gas welding, spray painting, using table saw in the exhibition halls during the exhibition. Applications must be made to NICEC for approval before open flame can be used under exceptional circumstances;
D. Playing firecrackers and cold fireworks in the Exhibition Hall. Approvals must be obtained from the police department and permission from NICEC before playing firecrackers outdoor;
E. Taking inflammable and explosive products such as gasoline, banana oil, alcohol, hydrogen cylinder(s) and oxygen cylinder(s) into the halls. No maintenance or engine running is allowed for vehicles with internal combustion engines such as automobiles and motorbikes or for other fuel-fired equipment on display, and fuel left in the tank cannot exceed ¼ of the oil gauge;
F. Smoking in non-designated smoking areas. 
G. Setting up booth(s) with materials explicitly prohibited by the police department and the fire department;
H. Using high-temperature and high-voltage lighting fixtures and other lighting fixtures with potential safety hazards in booth(s) such as iodine-tungsten lamps, neon lights, and lights that are high in calorific value with triggers;
I. Using switch(es) without residual-current circuit breaker, twisted pair with plastic jacket and flex;   
J. Adding lighting fixtures, high power appliance(s) and other power consuming equipment in standard booth(s).
1.6.2 Exhibition Area Planning and Booth Construction
A. These Regulations shall be followed to plan the exhibition area during the exhibition preparation, and no booth is permitted to be constructed outside the designated range. Fire lanes and emergency exits in the halls shall not be occupied, used or blocked in the exhibition area planning. While constructing booth(s), the setup range of the exhibition area must in line with the planning applied and approved. Any discrepancies between the approved drawings and the actual setup will not be permitted or accepted by NICEC;
B. The passageways, walkways and hallways shall not be less than 3 meters in the Organizer’s exhibition area planning. Fire exits should be unobstructed as far as possible to avoid the dead end. There should be passageways and walkways no less than 0.6 meters between booth(s) or other structures and the walls of the exhibition halls;
C. All the building materials for Special Design Booth(s) shall be incombustible and fire retardant, and flammable wood must be fully coated with fire-resistant paint if it is to be used; Elastic cloth, yarn fabric and other flammable products are prohibited from decorating booth(s);
D. Special Design Booth(s) shall be equipped with a type ABC dry powder fire extinguisher weighing up to 4kg for every 50 square meter area;
E. The structural ceiling of Special Design Booth(s) shall not be bigger than 1/3 of the total area in principle. Fire extinguishers and fire alarm equipment must be added otherwise; 
F. The area within 3 meters of the emergency exits and evacuation exits shall not be blocked or obstructed;
G. There should not be warehouses or storage areas for hazardous substances within the exhibition halls.
1.6.3 Outdoor Exhibition Site Construction 
A. In the event that all the halls are used but still fail to meet the demand for areas, outdoor exhibition site can be set up strictly according to requirements and such construction shall not be carried out before being approved by the Managing Company;
B. The outdoor display area shall not obstruct fire fighting access and the frontage space or have possible impact on the work of the hall’s staff or evacuation and emergency rescue;
C. For the temporary exhibition booth(s) built in the outdoor exhibition site, the Organizer shall submit the planning to the relevant departments for approval according to the relevant requirements of the country and Nanning;
D. The temporary exhibition booths to be set up on the front square should be no less than 10 meters away from each other and be 10 meters away from the exhibition halls for fire prevention. The temporary exhibition booth (s) on the exhibition site shall be no less than 9 meters away from the Class 1 and Class 2 civilian buildings; 
E. The temporary tent(s) shall be equipped with sufficient type ABC dry powder fire extinguishers weighing up to 4kg;
F. The fire fighting access planning within the temporary exhibition booth (s) shall be determined in accordance with pedestrian traffic and the design of evacuation exits shall meet the requirements for evacuation distance. 
1.6.4 Electrical Safety
A. There must be professional electrical drawings for booth construction. All the electricians for booth construction must have valid certificates for electrical work, be familiar with, understand and abide by the relevant national regulations and codes regarding safety work without any violations;
B. The contractor(s) or the Exhibitor(s) must reserve 0.6*0.6 space for switch board during booth construction, which in principle shall be placed in a non-blocked spot in the booth(s) for power connection and emergency repairing; 
C. Power connections between Standard Booths are not allowed across the passageways. If it is necessary to cross the channel under special circumstances, the installation height must be above 3 meters and supported by aluminum columns or aluminum bar(s). Power cables and cords passing through public areas must be covered with protective boards with warning signs;
D. Additional electrical appliances including lighting fixtures and high power appliances for Standard Booth(s) must be installed by the contractor(s) designated by the Organizer. If the power consumption of Special Design Booth(s) exceeds the original capacity, they must reapply to the exhibition hall. Standard Booth(s) increasing power load privately and Special Booth(s) using power beyond applied and approved capacity discovered during the inspections by the halls will be penalized;
E. Lighting fixtures installed in booth(s) shall have the distance of no less than 0.3 meters between the light sockets and the decorations/ornaments,and safe and reliable protective measures shall be adopted as well. Metal halide lamps and other heat-generating lighting fixtures shall be no less than 0.5 meters away from flammable substances, and the switch board(s) for spotlight(s) shall not be blocked, covered or buried;
F. All the switches, wire connectors must be securely connected, and electrical junction box(es) that conform to national standards shall be used;
G. When using 380V motive power as non-motive power with three-phase four-wire system, the three-phase loads must be adjusted to ensure balance among three phases. All the cables, cords and electrical appliances must have secure ground protection or neutral protection; 
G. The load carrying capacity of all switches, and cables shall be controlled at 80% of the nominal design capacity;
H. Secure precautions such as rain-proof, ground protection and warning sings shall be implemented for cables, cords and switches of electrical appliances installed and used outdoor;
I. The original fixed and permanent electrical appliances and lighting fixtures in the halls shall not be moved or damaged;
J. Exhibitor(s) and contractor(s) of booth(s) must timely cut the power supply and deal with cases of cables, cords and switches at the booth generating heat and/or frequent tripping. If such cases are caused by Exhibitor(s)’/contractor(s)’ own cables, cords, lighting fixtures and appliances, they must be repaired and replaced immediately. In the event that Exhibitor(s) or contractor(s) privately install electrical equipment and appliances other than the officially supplied equipment for Standard Booth(s), or power consumption beyond the load by Special Booth(s) causes switch(es) to trip, application must be made again for load and power supply. For those who refuse to cooperate for correction, NICEC has the right to cut their power or stop their building work;
K. NICEC supplies power with the secondary leakage protection system, which Exhibitor must strictly follow the standard.  If the electrical equipment or facilities used by the Exhibitors are incompatible with the secondary leakage protection system of the NICEC, resulting in the failure of normal power supply and voluntary abandonment of the grounding protection device, the requirements shall be made in advance before pre-lease. Exhibitor(s) must sign the Letter of Safety Commitment based on which NICEC will remove such protection;
L. No high-temperature and high-voltage lighting fixtures and other lighting fixtures with potential safety hazards are allowed in the exhibition halls such as halogen lamps, neon lights, and lights that are high in calorific value with triggers. Switches without residual-current circuit breaker, twisted pair with plastic jacket, flex and non-compliant cables are strictly forbidden; 
N. One 220V power socket is provided for every Standard Booth that can only be used for small household appliances such as TV, water dispenser and so on. Electrical stoves, ovens, microwave ovens and other high power consumption appliances are prohibited from being used on this socket;
O. Independent power supply shall be requested in advance for high power electrical appliances for heating and processing, and such appliances shall be used only after they are inspected and approved by relevant NICEC staffer. Power usage beyond load and cross-booth power use is strictly forbidden;
P. For the sake of safety and fire prevention, NICEC will stop power supply before the exhibition is closed everyday as requested by the Organizer and there will be no power supply for all booths after the exhibition is closed. Booth(s) with special power supply demand (such as 24-hour power supply), must apply to the Customer Service Center for 24-hour uninterrupted power supply paid service in advance;
Q. In the event that any group(s), organization(s), entity/entities or individual(s) cause bodily harm or injury, fire(s) and property loss(es) as a result of connecting and using power against laws and regulations, NICEC will hold the party/parties accountable in light of circumstances, and judiciary organs will investigate their legal responsibilities when necessary;
1.6.5 Public Security Management Regulations
A. The Organizer shall also sign the Safety Responsibility Agreement of Nanning International Convention and Exhibition Center while signing the Hall Leasing Contract with NICEC;
B. The Organizer shall complete security application for their convention(s), exhibition(s) or event(s) in accordance with relevant laws and regulations before going through the move-in formalities;
C. Exhibitors, workers for move-in and move-out and other workers must carry ID badges/passes issued by the Organizer or NICEC and enter and exit the exhibition or event area within the specified time as required;
D. Exhibitors bear the responsibility of taking care of exhibits, samples and personal belongings. Exhibitors shall enter and exit the exhibition hall(s) on time to ensure the safety of objects in their booth(s). Objects with anti-theft requirements shall be taken away from the exhibition hall before it is closed, or the Organizer shall be asked to take protective measures such as locking up or guarding those objects, and installing monitoring camera(s);
E. Exhibits and other objects shall not be placed out of booth(s) or designated areas by any organization(s), entity/entities, group(s) or individuals during the exhibition;
F. Exhibitor(s) or other exhibition attendees must present release note for verification issued by the Organizer before they move exhibits and/or other exhibition-related items away from the exhibition hall. In the event that the Organizer does not have the plan to issue release note, they shall inform NICEC in advance;
G. When the visitor flow in the hall is too large with potential safety hazards, NICEC has the right to require the Organizer to take emergency measures to control and evacuate the flow, including pausing issuing badges/passes and stopping more visitors from going into the exhibition area;
H. The Organizer shall bear the responsibility of handling various exhibition-related emergencies such as exhibition disputes;
I. Commercial filming and photo taking within the Building Line shall be permitted by NICEC in advance and conducted in the designated area at designated time as directed by NICEC staffer. Non-commercial personal filming and photo taking shall not be conducted in the forbidden areas or interfere with the normal convention/exhibition/event order and public order, and will be prohibited otherwise;
J. In order to maintain the public order and safety within the Building Line, NICEC has the right to prohibit the following conducts within the Building Line:
(1) Any business operations and activities without the permission of NICEC, including selling and promoting commodities, setting up stands for selling, trying to engage different business;
(2) Putting up or giving out posters, leaflets, fliers, magazines and other advertising materials in the exhibition areas and the public area without permission;
(3) Any conducts that impact, pollute and harm the hygiene and environment of the halls;
(4) Staying in the exhibition areas without permission after the hall is closed;
(5) Taking pet(s) into the halls without permission;
(6) Taking substances and objects under the state control, flammables and explosives into the halls without permission;
(7) Displays and activities against laws, regulations and social public morality in any forms;
1.6.6 Management Regulations for Transportation Safety 
A. No motor vehicles are allowed into the halls without permission. The vehicles and passengers allowed in must adhere to NICEC’s management regulations and drive according to the traffic signs and direction symbols and the management of on-site staff;
B.Vehicles of various types can only park, follow traffic signs and direction symbols. NICEC has the right to tow or remove vehicles and goods illegally parked and stored and the cost shall be borne by the owner. Effective protective measures shall be taken to avoid damaging facilities and equipment of the halls when vehicles park, load and unload goods. Various types of vehicles or goods owner(s) will be held accountable for compensation in cases of damage being made;
D. The speed limit for all vehicles driving within the Range of Redline is 20 kms/hour. Trucks shall not be taller than 4.5 meters and those going into the west wing of the exhibition hall on Building Line of NICEC (9 meter) shall not be taller than 3.2 meters. No honking is allowed within the parking lot;
E. Special vehicles from outside and trucks are prohibited to stay in NICEC during exhibition without permission. Those that force to stay without paying heed to dissuasion will be charged with the maximum parking fee as regulated;
F. Booth the first floor materials, exhibits and other objects are prohibited from occupying parking space(s) without permission.
